My Proform 740cs Treadmill will not fold to store away, it stops on the way up. is there a latch somewhere?

The Proform 740cs Treadmill has a folding feature that allows you to store it under the bed or in a closet. When I attempt to fold it, it stops about 2/3 of the way up.
There is a hydraulic on the right side of the unit (below). It is either stuck or these si some sort of release that I am missing.

Does it have the elevation feature?
If so, it needs to be in the fully “down” position.
There is a latch that should be on the front left of the console which will lock it shut. Make sure that is in the out position when you are folding it up.
