This is commonly known as "shin splits" or medically "medial tibial stress syndrome". The shin is made up of muscles, one of which is called the tibialis anterior, this muscle is used to dorsiflex the foot (bend downward as if to point your toes). A lot of times runners (especially someone who is not accustomed to running) will over stride and this causes pain to the tibialis anterior.
Here's why:
When you over stride it causes your foot to slap down hard and puts a lot of force on your heal. Your foot which was flexed downward (dorsiflexed) prior to slapping your foot down, is now forcely flexed upward (plantarflexed). This force causes the muscles to relfex a powerful contraction and this is what causes the soreness in your shins.

As for how to prevent: It is just like any other muscle. You need to train the muscle to get used to this contraction and eventually it will not hurt. Anti-inflammatories and ice can help with the pain, if it hurts too bad, then stop till the paid subsides then go back at it. Also, make sure to stretch the shins. The key is to increase the flexibility of these muscles. Try walking slowly on a downhill treadmill or really concentrating on walking through your heals and not your toes on an everyday basis.
Hope this helps.

sounds like shin splints, try advil or something for the pain and continue working out. most of the times they will get better as you get into shape better or if they continue to be bothersome consult a physician or try taking easy on the treadmill
